Beyond outright bans, U.S. citizens are also restricted from traveling to countries under heavy sanctions or extreme travel advisories.

Many of these locations fall under the State Department’s highest alert: a Level Four “Do Not Travel” advisory.

This designation usually means one of two things:

  • The country is considered hostile to the United States
  • The country is experiencing war, terrorism, or extreme instability

For example:

  • Russia is listed due to hostility toward the U.S.
  • Ukraine is listed because it is an active war zone

Level Four advisories are not outright bans—but they signal severe risk for American travelers.
